NWPCA Scores Big Win for Environment and Pallet Industry – Pallets to Wood Pellet Fuel

March 12, 2020: Last night, the Environmental Protection Agency’s Administrator, Andrew Wheeler, signed into regulation language that opens the path for wood pallet residuals to be sold as wood pellet fuel. NWPCA’s Vice President of Advocacy and External Affairs Patrick Atagi said, “NWPCA members were able to be proactive and change existing federal regulation that had previously prevented recycled wood pallets from being used in pellet fuel.” Atagi continued, “I’m very proud of NWPCA members, the pallet industry, and EPA to make this change – it shows working-together-works! A special shout-out to BDL Supply, CHEP/Brambles, Hay Creek Pallet Co., Industrial Pallets, Northland Pallet, Vecoplan Midwest and WestWind Logistics for their time, energy and tremendous support.”

On March 16, 2015, EPA issued a final rule revising the Standards of Performance for New Residential Wood Heaters. 80 Fed. Reg. 13,671 (Mar. 16, 2015). In that rule, EPA promulgated regulations governing requirements for pellet fuel. EPA also listed a variety of prohibited fuel sources. One such category of sources was “Railroad ties, pressure-treated wood or pallets.” The language inadvertently, but effectively, prevented wood pallets from being certified as wood pellet fuel. The pallet industry prides itself on its environmental footprint; including a 95% recover, recycle rate that leads the landfill avoidance rate of all competing packaging materials.

With the passage of this revised regulation, the wooden pallet industry can maintain and grow its recycling rate even further. This is a fantastic win for the environment, the industry, and NWPCA members – job well done!

NWPCA Releases PDS 6.1; Improved Panel Deck Analysis

NWPCA Releases Pallet Design System™ 6.1

Enhancements in PDS 6.1

PDS 6.1 adds several frequently user-requested features as well as increased performance for panel deck pallets.

Improvements and new features included in PDS 6.1 are:

  • Doubled the number of stringers for stringer pallets from a limit of nine to eighteen. This allows very wide pallets used for siding and other long, semi-rigid items to be designed and analyzed.
  • Up to two bottom deckboards located between blocks, running parallel to the pallet length can be analyzed. CP7 pallets can now be analyzed, as well as designed.
  • More sophisticated panel deck pallet analysis models are better able to capture performance differences between designs.
  • Updated properties for air dried softwood pallets that are assembled green and dried prior to use.

PDS 6.1 allows the design of very wide stringer pallets with up to 18 stringers. These pallets are typically used for transporting packages of house siding, gutters or other long items that support some of their own weight. This addition is the first step in developing a system to analyze unit loads of sheet goods and other semi-rigid long items, allowing reasonable load ratings to be determined for forklifting.

PDS 6.1 can explicitly analyze block pallets with up to two bottom deckboards between the blocks that run parallel to the top stringer boards. This is needed to analyze CP-7 pallets as these pallets have one bottom deckboard between blocks. Previously, the analysis did not consider the bottom deckboards between the blocks as contributing to the stiffness and strength of the pallet. With this new feature, the racked across length strength for these pallets is greatly improved.

ALEXANDRIA VA, September 25, 2019 – The National Wooden Pallet & Container Association (NWPCA) announces the release of PDS 6.0, the most advanced software tool in the world that considers the interactions between a flexible wood pallet and corrugated boxes. The tool uses world-leading science and modeling that allows pallet designers to prevent cargo damage, while optimizing cost and material efficiency.

“Unit Load for Boxes takes technology normally associated with space flight, race cars, and jet engines and uses it to gain insight into wooden pallet and unit load design,” commented Kristen DeLack, PE, PDS structural engineer. “We’re excited to take all this know-how and put it into the hands of wooden pallet manufacturers,” added Brent McClendon, NWPCA President and CEO.

UL PUBLISHES FIRST PRODUCT CATEGORY RULE FOR WOODEN PALLETS

NWPCA SPONSORS THE PCR TO BENCHMARK ENVIRONMENTAL PERFORMANCE OF WOODEN PALLETS

July 16, 2019 –  Today, UL announced the publication of the first-ever Product Category Rules (PCR) for wooden pallets. The PCR may be used to benchmark the environmental impacts of wooden pallets, and sets a new precedent for life cycle assessments for pallets made from other materials.

Product Category Rules (PCRs) are a set of requirements and guidelines used for conducting and reporting environmental life cycle assessments of a particular category of products. The PCR evaluates environmental performance including aspects like carbon emissions, resource depletion and energy use, to name a few. PCRs ensure that products of the same function are evaluated consistently for a meaningful comparison of results via environmental product declarations (EPDs).

“Our members in the wooden packaging industry are dedicated to environmental issues. Using this PCR for wooden pallets, we can better understand and communicate the environmental impacts of wooden pallets over their lifecycle,” said Jordan Piland, NWPCA board chair and president of Atlas Pallets.

“At any given time, 1.8 billion wooden pallets are carrying goods across the U.S. alone. In light of their great volume and prevalence, this new PCR has tremendous opportunity to impact the environment by encouraging manufacturers of wooden pallets to understand the life cycle impacts of their products and ultimately implement changes to improve environmental performance,” said Alberto Uggetti, vice president and general manager for UL’s Environment division.

Because of all the different shapes, sizes and wood types used to manufacture wooden pallets, the PCR was developed to consider how many pallets are needed to deliver 100,000 pounds of goods. By building the assessment around a performance metric, pallets can be equally evaluated based on function.

The PCR was sponsored by the National Wooden Pallet & Container Association (NWPCA) in conjunction with the USDA Forest Service Forest Products Lab. The standard was finalized after a critical comment and review period by ISO and industry technical experts.

This PCR for wooden pallets is now a publicly available standard, and must be taken into consideration for developing EPDs for pallets made from other materials.

ALEXANDRIA, VA – January 17, 2019 – A recent study from The National Wooden Pallet & Container Association (NWPCA) found that the wooden pallet and container manufacturing industry has a direct or indirect impact on more than 173,000 jobs and generates a total economic impact of US$31 billion in economic activity. The study titled “Economic Analysis of the U.S. Wooden Pallet and Container Industry” illustrates the far reaching positive effects of the industry.

“The wood packaging industry is more than just wood and nails. We are tightly interwoven in urban and rural communities, working with other industries to supply materials, parts, as well as financial, IP and logistics, both nationally and globally,” said Larry Howell, NWPCA Chair and President of Cottondale Wood Products based in Alabama. “Our products truly move the world by bringing goods to all homes and businesses.”

Key Findings

  • Direct or indirect impact on more than 173,000 jobs and generates an economic impact of US$31 billion. Total impacts of $35.1 billion to the U.S. economy and employment of 197,300 jobs
  • Labor compensation reached $3 billion; robust growth has outpaced job gains, indicating higher average wages
  • Direct output exceeded $10.7 billion, the highest level of output since 2007
  • Production levels increased 4% per year from 2009-2016, outpacing the overall economy.

According to NWPCA President/CEO Brent McClendon, “The research was undertaken to highlight the impressive impact that our industry has in this very complex value chain. We now have the critical data that shows the continued expansion of the industry and has the potential to inform policies that create jobs and support local communities. We’re proud of the role wood packaging plays for economic growth.”

STUDY SHOWS 95% OF WOODEN PALLETS ARE RECYCLED

INDICATING SIGNIFICANT GAINS IN LANDFILL AVOIDANCE

ALEXANDRIA VA, March 29, 2018 – Preliminary results of a research project conducted by Virginia Tech on the disposal of wood pallets at landfill sites reveal that 95% of wooden pallets are being recycled.

The landfill avoidance study was independently conducted at Virginia Tech over the course of two years. Both municipal and solid waste (MSW) and construction and demolition (C&D) landfill facilities were surveyed to better understand how pallets were being handled at these facilities.

According to the study, the number of pallets entering the landfill reduced by 86%, for both MSW and C&D facilities. Environmental awareness, limited space and a desire to be more waste efficient have driven many of these facilities to sort and recover certain types of waste. The overall presence of wood pallets at landfill facilities has also significantly decreased.

“Our industry is thrilled that the data proves the wood packaging sector, more than any other, is closing in on zero-waste,” said Larry Howell of Cottondale Wood Products and NWPCA Chair. “Wood pallets are 100% recyclable, and the newest research from Virginia Tech shows that our industry has the highest recovery rate at 95%, compared to other prevalent materials.”

“Data of this kind had not been collected since 1998,” said Dr. Brad Gething, NWPCA Director of Science and Technology Integration. “The wood packaging sector has long been touting their recyclable efforts for decades, and now the data proves it.” Wooden pallets get used, reused, and when they are no longer useful, they are converted to mulch, animal bedding or biofuel.

“Of those wooden pallets that arrive at landfills, both MSW and C&D facilities recycle even further,” added Dr. Laszlo Horvath, Assistant Professor at Virginia Tech. “The results show that landfill facilities have increased their wood and wood pallet recovery areas over the past two decades. For MSW facilities, this number increased from 33% to 62% of facilities, while for C&D facilities, the number increased from 27% to 45%.”

“It’s great news for our environment, as well as the public. Landfill facilities provide recycled by-products, such as mulch, to their local communities,” said Brent McClendon, CAE, NWPCA President & CEO. “WOOD PACKAGING SUPPORTS HEALTHY FORESTS AND STRONG COMMUNITIES”

VIDEO MAKES THE CASE FOR WOOD PALLETS

Alexandria, VA – March 27, 2018: The National Wooden Pallet and Container Association (NWPCA) has released “Wood Packaging Supports Healthy Forests and Strong Communities” video that puts a spotlight on the vital role wood packaging plays in our communities.

NWPCA collaborated with leading forest conservation organizations to produce this video. Participating in this project were Tom Martin, President and CEO, The American Forest Foundation; Larry Selzer, President and CEO, The Conservation Fund; Jay Farrell, Executive Director, The National Association of State Foresters; Carlton Owen, President and CEO, U.S. Endowment for Forestry & Communities; and Vicki Christiansen, Interim Chief, U.S. Forest Service.

“We’re proud of the work of our members in supporting the missions of these conservation organizations, providing economic and employment opportunities in rural communities, and improving the health of our nation’s forests,” said Brent McClendon, CAE, National Wooden Pallet and Container Association (NWPCA) President and CEO.

“The wood packaging industry is a critical player in advancing the health of our forests because they use the small diameter wood for making pallets that cannot be used in higher end products,” stated, Carlton Owen, President & CEO, U.S. Endowment for Forestry & Communities. “Without markets for that low value material, we can’t move our forests to a healthier, more resilient condition.”

The 4-minute video is a project of Nature’s Packaging®, a North American initiative to promote the use of wood-based packaging to users seeking sustainable, responsible and economical packaging solutions. View the YouTube Video.
